GitPulse CLI bumped to 0.1.2

The GitPulse CLI advances to version 0.1.2, incorporating documentation improvements and resolving a plugin dependency that was blocking releases.

Two bug fixes are being shipped in this release. First, the --help documentation has been aligned with actual CLI behavior, so users can trust the help text they see. Second, the linked-versions plugin has been dropped from the CLI, removing a dependency that was blocking the release pipeline. The CLI package version is now 0.1.2 in the package.json, with changelog tracking formalized in cli/CHANGELOG.md.
